Scorpion with peppers and chermoula

3 green peppers
3 red peppers
4 tbsp olive oil
100 g flour
2 cloves garlic
1 tablespoon paprika
1 tbsp cumin
1 bunch coriander, parsley
1/2 tsp cinnamon
